If you follow fuel line from bottom of tank it may go to a float tank. Our Wabco graders had them. Tank has a float like a toilet tank. Fuel gravity feeds from main tank to bowl and then fuel pump draws from there. On the inlet line on the float there will be a small steel mesh cone filter in the fitting. A little bit of guck will plug it. Worth a look.

is there a kill lever that shuts the fuel off or possibly a kill switch of some sort? does the fuel flow freely to the filter and to the fuel pump should come out with the tank being elevated. pump my be bad but they are tough engines.
