the comment is actually saying that they’re not reformulating the loose powder, but they’re not sure if they are reformulating the powder foundation. “We don’t know what the future holds” means we either could reformulate or discontinue but we’re not sure yet. The only thing they confirmed in that message is that they’re not reformulating the LOOSE powder.
