Defence, defence, Defence! The passenger carrier aspect is nothing more than fund raising retoric! The problem with hypersonic flight is heat and a materials ability to expand and contract while retaining structural integrity while also remaining reusable, combine that with pressurised cabins or fuselage and you have far more technical and commercial safety issues! Scramjets work but require a primary motor to get them up to speed and that’s where dual purpose engines come into play using a ramjet then changing or transitioning to the scramjet in flight! The SR 71 used adjustable inlet cones to slow airflow at speed otherwise supersonic airspeed causes a flameout in the combustion chambers of their Ramjet engines, scramjets have no moving parts or turbine and rely on the intake nozzle shape to bounce airflow from side to side to both slow airflow while developing intake pressure and retaining combustion chambers back pressure, before it enters a combustion chamber for expansion into thrust gas and providing propulsion, it’s kinda like a flow through buzz jet developed by the Germans in WWII but works by producing continuous thrust rather than individual combustion chamber explosions!
