To bypass the steering hydraulics. So the tug can turn the nose wheel without snapping the sheer pins on the tow bar

Bypass pin. It allows the tug to control the steering of the a/c. Blocks hydraulic fluid etc.

Icenor87 :
In the flight deck, pilots can steer the nose wheel either by turning the steering wheel or by pressing the rudder pedals with their feet. The nose wheel steering is hydraulically powered and very strong. If the pilots were to turn the nose wheel while the pushback tug is still connected, it could cause serious injury or damage. To prevent this, a bypass pin is installed before pushback. The pin removes hydraulic pressure from the nose wheel steering so it cannot be moved accidentally while the tug is attached. After pushback is complete and the tug is disconnected, ground crew must remove the bypass pin and show it to the captain as confirmation that it has been taken out. If the pin remains installed, the pilots will not be able to steer the nose wheel. Even though this procedure is designed to prevent mistakes, there have been incidents where aircraft departed with the bypass pin still installed. In some cases, the pilots believed the lack of steering was caused by a slippery apron or runway and used differential thrust and braking to maneuver the aircraft to the runway. In one such case, the crew only realized what had happened after takeoff when air traffic control informed them that the departure airport was missing one of its bypass pins. They continued to their destination and landed normally, but ground crew had to meet the aircraft on the runway to remove the pin before it could taxi to the stand.
