not going over land there doesn't mean they were towing something, it means they didn't have authorization to fly through the sovereign airspace and stuck to international straits via right of innocent passage, same as warships do there...

they are transiting to Diego Garcia... a very common maneuver for refuelers to take. you won't see the bombers that went with them. likely they met up with the bombers coming out of Guam or further still, from whiteman.
