Isn’t it actually because the power grid is mostly owned through state owned companies or SOEs? Think it’s like 90% government so it’s run for its product, not profit

The other thing is projects are at least 50% government owned. none of this private bullshit for profit. So imagine a large project being done for cost Not to line somebody's company's pockets but to provide that infrastructure at cost and they also work 24 hours a day in teams of thousands to make those projects happen. I think they did 1300 km of four lane highway in like two months why because the construction never stopped.

sounds great, but there are some serious drawbacks too China's model as well, entire towns that have pollutants so nasty people are dying like crazy, The reality is somewhere in the middle would be the best solution
