honestly a lot of the "this ingredient/product will drastically improve your hair" is actually just routine, when adding a new routine, it often means you put more effort & time in your hair care which is actually the biggest factor as to why your hair is better, weather you use oils, rice water or whatever else, matters less. And of course the biggest part is genetics, cause no matter what you do, you can only achieve what your hair is capable of.

Do note that not all hair types work the same way nor will provide the same results. Just like how our skins are different and would respond differently to certain skincare and makeup.

Putting rice water on the tips of your hair would do nothing. Your hair is only alive at the root. The rest is just dead protein folks.
