In a cooler room, that heat dissipates more quickly, but if the air nearby is warmer, it stays closer to your body. Having a fan pointed at you pushes your body heat away and gets air that’s cooler than that closer to your skin.

27°C can feel hotter because of the region you're in, your body depends on the humidity around you to shed off heat. In dry places, your body produces sweat and the sweat evaporates immediately. The sweat evaporates and heats sheds off with it, making it feel colder. In humid places, your sweat evaporates and saturates with the surrounding water molecules so less heat is shed off. Making it feel hotter.(english maybe bad)
