how would you handle a dog who freezes up with other people and dogs come up to them? my dogs aren’t mean or aggressive, but anytime someone or a dog comes up to them, they just freeze

my dog a pit, has gotten a lot better about being people aggressive but is EXTREMELY dog aggressive. nothing I do can recall him off of another dog, I'm not sure what to do and I really wanna fix this, he was bred from 2 fighting dogs and is a bit over a year old
