Life’s a game of luck. Experience gain is halted until you get a lucky drop. Difficulty just determines how much gear you start with. Easy mode gives a full kit and unlocked experience. Hard mode? No kit, experience locked. Some people have higher luck modifiers, so even on hard mode they get the drop early and unlock experience. Others just get lucky and unlock it, coasting by on basic gains. Most of us are grinding, hoping for that drop that never comes.
