The Moscow elite has benefited from the war in Ukraine primarily through massive state orders, redistribution of property, and the markets created by the departure of Western companies. Turning the Moscow elite and oligarchs against putin could bring results. They pay for putin's luxurious living conditions, and putin does not want to change that.
