If someone implied they "dont care about the price" and were encouraging someone to get the more expensive menu items, I would definitely assume it means they were intending to pay. Especially when they asked if the other "was sure" about the price. Making the assumption that the other was paying for the entire meal is 100% valid.

No for sure he made it sound like he was covering it. Using terms like “get what you want!” Usually refers to “get what you want, it’s on me!” While yes she could have directly asked, he could have clarified that he wasn’t paying. He’s not obligated to pay but if she knew she was paying for her stuff, she could have gotten what she knew she could afford. He pushed it to seem like “I’m getting it for you so get what you want!”
