Actually, at first she was serving food and when she noticed you, she wasn't sure what you were trying to do — or more likely, she was trying to signal that she doesn't speak English. The Chinese she said later — 你吃吗？("Are you eating?") — was her confirming whether you were dining here. If that clip was filmed after the rejecting gesture, it means she was confirming. If the rejecting gesture came after, then she was indicating that the food on the cart wasn't what you ordered. Either way, don't stress too much about it… Many Chinese people who don't speak English will instinctively wave their hands when they see a foreigner, as if to say "I don't understand." Even though you said 你好 in Chinese, most people's first instinct is still to assume they won't be able to communicate.
