my girl can be aggressive. she has recall to not be but its her first immediately instinct. im not mad at it, but how do I make it better?

My 11 week old pup gets pretty aggressive when she bites my hands. I have tried the stop and walk away method. she then bites on my pants. its very hard to hold in a pain reaction from the bites, but she has not stopped.

Consistency is totally key. we get lazy and they fall into bad behaviors. keep working with them because 11 weeks is still really young! she is now 4 months and doing better with biting!
