This moment really completes Jiraiya’s arc while adding a lot to Tsunade’s character. Jiraiya has always wanted Tsunade, and this is the one moment where she might have actually chosen him. But by this point he’s mature enough to understand why she’s saying it now. Acknowledging she thinks her love would give him something to live for and could pull him away from the mission against Pain. Instead of taking that, he gently disarms it and frees her from having to make that choice just to save him. He recognizes what she feels, but also that she’s trying to protect someone she loves. Letting it go shows how much he’s grown
