as somebody who is disabled he is 100% correct I have to take my placker with me anytime I ride in somebody else's vehicle if I want to use a handicap spot

A plaquard is not needed when driving for a third party and dropping off a disabled person... to park there long term yes... bit this would imply a driver for say Uber having a plaquard for every time they drop off a disabled person which is not the law
