My guess for a lighter base is because colors, while bright, weren't always so saturated as colors now. The amount of layering was a lot. a lighter base made it easier.

So, the white makeup with bold, bright eyeshadow (and shapes on the face!) is actually because of a music movement in the 80s called the New Romantics! It’s very interesting.

They were using really really bright lights. Basically their style of make-up was literally for stage lights which looks like a clown makeup in a normal setting.
