He didn’t lose brakes per se. Air brakes on a truck are designed in such a manner than they need air pressure to release as a safety measure. If an air line breaks or the truck loses air pressure otherwise, spring pressure applies the brakes.

most trucks nowadays are equipped that if the Air supply runs down to 50 the trailer brakes will automatically engage and the trailer will suddenly stop instantly. which is obviously dangerous because if you're driving the speed limit down the road and you're going to instantaneously jerk to a halt you'll damage the truck you'll damage the trailer and of course be a hazard for anyone behind you and around you. not to mention that happening requires a tow truck to come and tow you or try to fix you while you're on the road either way it guarantees hours of frustration.

And this is a case where the company should be held liable if anything happens not the driver. The driver cannot force a company to fix their shit. If only DOT would care randomly show up at these low inspection company yards and inspect and fine they would fix.
