Surah Al-Hajj (22:26,29) are the Ayats that speak specifically of circling the Kabba. Also Surah (2:125) mention performing Tawaf. It is forbidden to worship anything other than Allah, the unseen. As far as the number of times to perform Tawaf comes from the Hadith, eyewitness accounts of Prophet Muhammad (PBUH) doing this as an excellent example of how to perform the Tawaf that Allah commands the believers to perform.
