My boat only has so much room. 2006 supra 21 foot. Lockers, center and bow are full of ballast. Added another 500 lbs of lead under the lockers, couldn’t have done that with water

I use recycled 4” round bars cut into 1’ lengths. 1 weighs 50# for a total of 1000# extra! Wave is like Pipeline, wakeboard wake is a hip high quarter pipe to send you to the Stratosphere, and without ballast bags filled, slalom wake is rippable, 20 off at 32 mph!

Steel shot (no bags actually contain lead) are 8x denser than water it’s simply impossible to get a concentrated effect equal to moving a couple steel bags forward/backward or side to side as moving water around in the boat. Water in bags always shifts to the back the bag under way due to bow rise. Steel shot in the bow doesn’t move backwards underway.

Lead is superior. You can add more weight in less space. Just make sure it’s still balanced on plane and ur fine.
