it’s honestly only the movies that suggest bee as a leader. Most other continuities, bee is not strong enough, old enough, experienced enough to be a prime or to lead. That usually goes to jazz or iron hide.

Bc it’s abt leadership and integrity which aren’t bumblebees main character attributes whereas hot rod and smokescreen showed these characteristics under their “reckless” personality and their dedication to the autobot cause. Bumblebee also has this drive but doesn’t show the same attributes. Sentinel isn’t evil he’s in disagreement with Optimus about humans and megatronus is an original prime and they all had “jobs” like vector prime is the guardian of space and time where megatronus is the master of dark energy and entropy. The reason ppl think of primes is being so perfect is bc the 13th prime (optimus) had all the perfect attributes to such an extent that primus made him another prime which had every attribute of the other primes (liege Maximo who was an excellent war strategist, prima who is the first prime and demonstrates leadership, vector who demonstrates humble observation in conflict, alpha trion who is the wisest of the primes) you get the idea
