actually the policeman could have arrested him. you might not like this part but, he said earlier, "no one has come talk to me" then about 5 minutes later told him someone did. Lying during the course of an investigation is arrestable. lucky for him the ofiicer didn't catch it.

The way they typically ”investigate” these matters is they take the callers word as the absolute truth and work backwards from there to justify an arrest.
