guidance released by the National Police Chiefs’ Council (NPCC) instructs police officers to refrain from violating civil rights, stop and account or abusing unjustified Section 43 of the Terrorism Act of 2000 when interacting with citizen journalists carrying out photography in public spaces. The police regularly commit offenses under section 26, unlawful conduct and abuse of powers, though there has been no convictions ever, despite hundreds of these videos documenting those offenses.

as someone who is in college to join the police he can’t detain someone without knowing the correct act before he does so, and the fact he said it might be under terrorism is crazy, the most he could get away with is PACE (police and criminal evidence act) i think
