lights activated, pulled well over to the side and that truck was going way too fast. common sense dictates that if you see flashing lights in the distance you should prepare to slow down. the truck was reckless, ignoring the warning of the lights in the distance and impatiently changing lanes to get around everyone else slowing down as they approached the scene.

In Canada, most drivers would slow down and switch lanes when passing a vehicle stopped on the shoulder. Giving a bit of space by switching lanes or easing off the gas can make a huge difference.
