I once worked in fibre installation before installation they apply to city council and the the plan comes from the city council that directs them where to dig and how deep they must go they also mark other services that are running underneath like water electricity other fibre companies in situations like this they might have faced challenges and where told to divert to the drains I believe there is someone who approved it there at municipality
