My car pulled code P0451. The only issues I’m having is if I’m in gear with the break fully pushed it shakes then hesitates a bit when first accelerating. Otherwise drivers perfectly fine and no noises. It doesn’t shake if I put it in park or neutral. Where should I start?

can you please help me,i have a vw golf mk1 and did clean the throttle body, i even replaced it and also replaced the map sensor but still the idling is not stable. it only get to be stable a little bit when I disconnect the cable on the throttle body
