Capps was under 21 in 1994 when he and three other men murdered a woman named Mariette Dela Cruz. Capps claims he was "young and stupid" and "immature" when he committed the crime, for which he got a life sentence. The court's decision now allows him to ask a judge to revisit whether he should die in prison. Prosecutors, however, argue the crime was calculated and that his continued prison misconduct, including an escape attempt and affiliation with a white supremacist gang, undercuts claims of rehabilitation.
