Good submission, let me explain further in this manner. As we try to understand this verse and probably some others, let us have in mind that the Bible writers transcribed the mind of God using the language of men (Hebrew first). Also, the writers of the Bible were men like us. Having these two in mind, we observe that many portions of the Bible were written using the idea of anthropomorphism, that is, they explained or wrote the mind of God using human traits and emotions. This is no news since they were men and only understood or knew the language of men. So critically speaking, the word regret or sorry or even repented are all human words translated from the original Hebrew word. Therefore, to fully understand or have a contextual meaning of the Bible verse, we need to rather understand that the best or closest word to explain how God felt was to use the human word regret or sorry or even repented. Let all men therefore approach the word of God with the optimum humility and not with a preconceived mind. May God give us understanding of His word.
