That looks like your purge valve. You're going to have a line going all the way back to your fuel tank, and one going to your intake manifold. Look up vacuum line diagram for the purge valve line

that missing line likely connects to your intake manifold somewhere, i doubt it would cause it not to run though, the fact that it will start when you use starting fluid means youre not getting enough fuel for some reason. does it have any codes?

yup, there's supposed to be a hard plastic line there, you can try running some rubber hose but it is vacuum so you might need that plastic line

well the main part its suppose to be connected to is the distributor which is suppose to help with the spark plugs to keep it running

It looks like the hose you need is tucked behind the oil dip stick to me. mechanic must of tucked it out of the way and forgot to reconnect it.
