It could be a reference to Japan’s legal system/parliment being setup by the U.S., an English speaking majority country, post ww2 with no thought about the nuance of applying a foreign countries laws and rules on a rebuilding country. which led to how corrupt and strict it is nowadays (99% conviction rate). Or maybe they thought it sounded cool.
