Filming outside a station, from a genuine public place like the pavement, is generally lawful. Filming inside the station is different because the building remains police controlled property even if members of the public are allowed in for limited purposes such as reporting crime, attending appointments, or making enquiries. Being allowed in does not necessarily remove the occupier’s right to set conditions on entry. If those conditions are refused, the issue can become trespass or removal from the premises. The CPS guidance supports that ordinary trespass is generally civil, but it does not create a right to stay after permission is withdrawn.
