The cop should have explained that because he asked about the vault of a bank, courts have allowed, in certain circumstances, the detainment of the person.

Unfortunately because it is a Bank and he was recording & asked about the Vault, it becomes a Grey Area with the courts. Banks are common robbery targets so courts are more likely to allow police to investigate suspicious behavior around them. Also: • Asking “Where is the vault?” is protected speech. • Speech alone usually cannot justify detention. • Police would need additional suspicious conduct to legally detain someone. • Courts examine the total situation, not just the words spoken.
