So, from a child’s perspective, I would go to the 3 year old after it has happened and explain germs and how your snot and spit will get other people sick. And explain how it’s very very yucky and ask if she would like it if you rubbed your snot on her. However if it were one of my toddler brothers doing it, I’d get sick of it so fast and spit back (which I know is immature)

Kinda similar kinda not. My son was always licking his hands and rubbing it on his face. and the only way to break it was every time I saw it he had to go wash his hands and face
