I don’t think he has the right ordinance. Here’s the one he stated; 36 CFR § 2.3(a) states that fishing in national parks must comply with the laws and regulations of the state where the park is located, as long as those state laws do not conflict with federal regulations. This means that both federal and state rules apply to fishing activities in these areas.
