Los Angeles girl right here, I've seen this many times they do this too slow traffic don't get close to them and slow down. Traffic accidents, something on the freeway, stopped cars for lots of reasons.

If you’re in an area where you don’t have major highways then you may have never seen this in real life. I’ve never ever seen this done in my state but apparently it’s how they slow down highway traffic for hazards or accidents.

Many times. Something is on the road up ahead. He’s slowing you down to allow another officer to remove it. The last time this happens to me it was a large AC unit in the road
