I think we have very different definitions of consciousness. I don't care if it can meaningfully continue learning or continue being a fly, if it experienced qualia it has consciousness. Now I have no idea whether this fly brain snapshot actually had qualia but I don't like your definition of consciousness.
If someone has severe amnesia where they forget who they are and are born anew constantly they still have consciousness.

The thing is though. Nobody actually knows what consciousness is empirically, there’s no “consciousness detector”. We can only measure the outputs, the behaviour of the mind. If the uploaded brain is behaviourally identical or a good enough approximation… then only epistemically consistent stance is to attribute it some level of consciousness (again whatever that may be). And yes, the neuronal dynamics are important… but isn’t this showing that even if you just have a static computational graph you can effectively get a good approximation of the behaviour. Suggesting that it’s not the most important thing?
