Let me see if I can simplify this for you. WE (airlines) use something called a standard weight program to do our weight and balance calculations. Your bag, under 50 pounds, is counted as 1 bag. Your bag, over 50 pounds, is counted as 2 bags. Every passenger counts as a set weight, which is different during summer months and winter months. Your passenger weight also includes weight for a carry on. These weights DO NOT change, even if you don’t have a carry on. So.. when your bag weighs 54 pounds and you get charged for an overweight bag, it’s because that extra bag adds weight to the airplane. The heavier the airplane the more fuel we need. The more fuel we need the more expensive the flight becomes to the airline.

Because baggage handlers are people too. They have to lift your bags. They also need to set a limit so they can reasonably say “we have 100 bags, we can estimate 5,000 pounds.”

It’s not crucial per se. But it’s a money making opportunity. They are businesses and they are in business to make money. Also, there needs to be some incentive to not check luggage that is just ridiculously heavy.
