The reality is that Elizabeth I of England did not want to get married for three reasons:
1) She didn't want to share power with any man, she had enough with her Privy Council and her Parliament (the closest thing she had to a husband was the Archbishop of Canterbury, John Whitgift).
2) She was afraid of dying in childbirth and, even if she had children, she feared there would be a power struggle. Just look at the case of Irene of Athens. That does not mean that she lacked maternal instinct, since she had many godchildren whom she often invited to her court to celebrate Christmas and Easter.
3) She felt that if she married a foreigner this would generate strong opposition for fear that England would become part of Spain or France, and if she married a native there would be clashes between noble factions.
In the end, remaining a virgin and naming James the son of her rival, Mary Stuart, was the best decision she made.
