I work in a very corporate environment and you should absolutely try to resolve things 1:1 with a coworker initially. A quick “hey I understand your frustration but in the interest of morale can we try to keep it positive in the workplace?” is absolutely appropriate. More people need to learn how to have uncomfortable conversations in a professional way.

this would be considered extremely rude in most professional environments but it’s what i would want to say too. the caller is probably a people pleaser though and doesn’t even hint that she doesn’t want to hear the complaining…probably nods along as if there’s no problem. there are more subtle ways to deliver the same message
