Nope. It was Viserys not making his firstborn son heir immediately after his birth. even if Rhaeynera ascended the throne people would still support Aegon just like they did with the Blackfyres because most would want a Targaryen looking heirs unlike the Velaryons boys (as Baelor too didn't look Valyrian at all) who are Rhaeynera's heirs. Their parentage would 100% cause issues later on in her rule especially if Daemon pressed for his sons to be heirs instead (which most likely would have happened)
