The real reason is because of the robe...he's not sketched out underneath the robe while animating, it would take too much time. They just kind of wing it. which gives him this cartoony vibe I think is personally really funny.

i think it was confirmed by his character designer that they never designed how he looked without/under the robe so they just kinda went with whatever lol
