I used something similar the other day on my wheelbarrow. I ground all of the rust off first. Requires another coat after 24 hours. I decided to put it all over the inside on the paint also. Not a good idea.

after putting on the water base sealer, you then put oil base Rust-Oleum over the water base sealer to seal it so water doesn't unseal it
