Escalate, intimidate, and incarcerate. This is the function of law enforcement now. The American public has zero trust in law enforcement. There was no lawful reason to detain him therefore the entire incident was unlawful. You cannot detain people based on a hunch or a suspicion he has to have reasonable articulable suspicion that a crime has been committed is being committed or will be committed. This cost taxpayers millions of dollars a year.
