there's supposed to be rubber stoppers and 6 bars. you put the smaller end of the bars through the holes in the plastic and the clear rubber stoppers go onto the ends of the smaller bars that are through the plastic. use the photo if the instructions don't make sense

I think the holes that are like loops attached to the bottom are meant for cloths hooks maybe? Because I don’t see them being used in the image
