is that why my runny one is usually less vinegary? I like having both for different uses but if I want a stronger vinegar taste I use just plain vinegar too

I can guarantee you the 25 year aged one is a glaze because of the sugars left after the water evaporated, it literally became balsamic glaze through aging . Vinegar is meant to be acidic in nature there is no way any scoby would have been in whatever storage they kept it in or it would have converted the sugars into more acids. Both have their uses, no need to shit on storebought vinegar when it has so many uses in cooking.
