The the statues with the “skirts” are jizo. They honor the deity that helps women, children and travelers. So they are dressed up in memory of lost children, babies, miscarriages that kind of thing. Or when you find one on a roadside, it is to protect travelers. In a temple it’s usually in memory of a baby.
