It was especially severe under Joseph Stalin, when the Soviet government viewed Polish political and cultural activity with suspicion and often associated Polish identity with opposition to Soviet rule. After the Polish–Soviet War of 1919–1921, large Polish communities remained within the Soviet Union, particularly in Ukraine and Belarus. During the 1920s, the Soviet government initially allowed some cultural and educational institutions for national minorities. However, this policy changed dramatically during Stalin’s rule. One of the most important examples was the Polish Operation of the NKVD in 1937–1938. The Soviet secret police carried out mass arrests of people accused of belonging to Polish espionage or counter-revolutionary organizations. In reality, many of those targeted had little or no connection to espionage. Around 140,000 people were arrested, and approximately 111,000 were sentenced to death and executed. Others were sent to prisons or labor camps. Polish culture and institutions were also suppressed. Polish schools, organizations, churches, and cultural institutions were closed or restricted in many areas. The Soviet authorities deported numerous Polish families from their homes, particularly from western Ukraine and Belarus, and resettled them in remote parts of the USSR. These measures disrupted Polish communities and weakened their cultural and religious life. The Soviet repression became particularly significant after the Soviet invasion of eastern Poland in September 1939. Hundreds of thousands of Polish citizens were arrested, deported, or imprisoned. In 1940, the NKVD carried out the Katyn massacre, in which approximately 22,000 Polish military officers, police officers, intellectuals, and other prisoners were murdered. The Soviet government denied responsibility for decades and blamed Nazi Germany until 1990, when Soviet authorities officially acknowledged Soviet responsibility. After the Second World War, Poland became a Soviet-dominated communist state. Repression continued against political opponents, members of the underground resistance, and people accused of opposing the new communist government. Although the level of mass terror was lower than during the Stalinist period, political repression, censorship, surveillance, and restrictions on religious and cultural life remained important features of the system. The suppression of Poles in the Soviet Union therefore consisted of several interconnected forms of repression: executions, deportations, forced labor, arrests, surveillance, suppression of Polish institutions, and attacks on political and religious organizations.
