I think a better one would be to use a base to eliminate the Cl and form an alkene and then add Cl2 to do halogen addition over both sides

a better way would be to use a base to eliminate cl forming an alkene then use cl2 to add to both sides of the double bond as i dont think you can really control where the chlorine radicals go in frs
