These are called Moru Dolls, and they’re a popular craft in Korea made with thick, fluffy pipe cleaners that can also be used as bag charms. You can make them at Lumee DIY in Pasadena, which has even been visited by celebrities like Khloe Kardashian, Christina Aguilera, and Katseye! This starts at $38/person and takes about an hour and a half, and I’d highly recommend it for a date, friend date, or kid-friendly activity in Los Angeles. They also offer other crafts, plus they have a second location in Pasadena and one in Santa Monica too (though the Rugs & Bears Pasadena location is the only one that offers Moru Dolls).
