In a heated saucepan, caramelize the cardamom powder and sugar on low heat. 2. Add a splash of hot water to prevent burning. 3. Add 1.5 cups of water and the teabags. 4. Bring it to a boil. 5. Add the crushed cloves and the remaining 1.5 cups of water, and bring it to a boil again. 6. Add the 1.5 cups of milk, boil again. 7. Add the cup of evaporated milk, bring to a boil. 8.
